Construction Professional Job Descriptions (Modules 3A & 3B)

1 Project Management - Level 1 This level is responsible for the overall direction, completion, and financial outcome of a construction project. Directs and supervises work of project administration, project superintendents, and engineers to establish operational priorities and maintain satisfactory relationships with owners, subcontractors, unions, etc. This level is capable of less complex projects generally in a range of $5 million to $15 million in size and with a minimum of 3 to 5 years total experience. Typical position titles include Assistant Project Manager, Project Manager and Project Manager I.
2 Project Management - Level 2 This level is responsible for the overall direction, completion, and financial outcome of a construction project. Directs and supervises work of project administration, project superintendents, and engineers to establish operational priorities and maintain satisfactory relationships with owners, subcontractors, unions, etc. This level is capable of medium scale projects of $15 to $49 million in size and with a minimum of 5 to 10 years total experience. Typical position titles include Project Manager and Project Manager II.
3 Project Management - Level 3 This level is responsible for the overall direction, completion, and financial outcome of a construction project. Directs and supervises work of project administration, project superintendents, and engineers to establish operational priorities and maintain satisfactory relationships with owners, subcontractors, unions, etc. This level is capable of fairly large projects of $50 million to $100 million in size and with a minimum of 10 to 15 years total experience. Typical position titles include Senior Project Manager, Project Manager and Project Manager III.
4 Project Management - Level 4 This level is responsible for the overall direction, completion, and financial outcome of a construction project. Directs and supervises work of project administration, project superintendents, and engineers to establish operational priorities and maintain satisfactory relationships with owners, subcontractors, unions, etc. This level is capable of large projects of a complex nature and/or multiple projects and with a minimum of 15 years total experience and a revenue range of over $100 million. Typical position titles include Project Executive and Senior Project Manager.
5 Project Management - Level 5 This level is responsible for the overall direction, completion and financial outcome of a construction project(s).  The number and complexity of projects and total installed costs distinguish it from Level 4.
Directs and supervises work of project administration, project superintendents and engineers to establish operation priorities and maintain satisfactory relationships with owners, subcontractors, unions, etc.  This level Project Director/Executive is capable of managing large projects of a complex nature and multiple projects with dollar volume in excess of $250 million.  Typical incumbents will have 20 years of experience or more.
6 General Foreman Supervises and coordinates activities of Foreman and craft workers. Requires minimum of 3 years as Foreman.
7 Project Superintendent - Level 1 This level normally requires a minimum of 5 years experience as Foreman or General Foreman of a single craft for field construction projects.  This is the first supervisory level above Foreman or General Foreman.  May either exercise direct supervision over laborers/craft worker, or be responsible for directing an assigned segment of a project within one or more crafts through a 'local hire' General Foreman or Foreman.  Typical position titles include Assistant Superintendent, Superintendent, Unit/Area Superintendent and Craft or Business Type Superintendent.
8 Project Superintendent - Level 2 This level normally requires a minimum of 8 years experience. This level position will function as a second line supervisor having responsibility over several Level 1 Superintendents within one or more crafts; a second line supervisor having multi-craft responsibility within designated areas; or on small projects, serves as the Senior Construction Supervisor.
Typical position titles include Superintendent, Senior Construction Superintendent and Project Superintendent.
9 Project Superintendent - Level 3 This level is the top construction supervision level (but not Project Manager) in the field and normally requires at least 10 years experience in field construction activities. This level is responsible for organization, work methods, scheduling, cost control, conformity with drawings and specification, workmanship, and assignment of work to accomplish economic and expeditious execution of the work. Normally reports to Level 4, Job Family 1, Project Management. Typical position titles include General Superintendent, Senior Superintendent, Project Superintendent and Senior Project Superintendent.
10 Estimating/Engineering - Level 1 This is the exempt entry level for a BS or MS graduate. Works under close supervision, performing the routine aspects of estimating assignments requiring knowledge of basic principles of estimating. Typical position titles include Associate Estimator, Estimator and Estimator I.
11 Estimating/Engineering - Level 2 This exempt level position normally requires a minimum of 2 years experience in estimating. Under general supervision, performs estimating engineering of less complex assignment. With additional experience within one specialty, the individual is expected to assist in the preparation of larger and more complex estimates. Typical position titles include Estimator, Estimator I and Estimator II.
12 Estimating/Engineering - Level 3 This exempt level position normally requires a minimum of 4 years experience in estimating. This is the journey person level of estimating. Works under minimal supervision, and may provide some technical guidance to less experienced estimating personnel. Typical position titles include Estimator, Estimator II and Estimator III.
13 Estimating/Engineering - Level 4 This exempt level position normally requires a minimum of 10 years experience in estimating. This is normally referred to as a lead position and is the first level that includes responsibility for technical direction over a group of Estimating Engineers, or includes an individual who functions as a technical specialist formulating and developing advanced estimating engineering concepts. This person is not a department head, but may supervise some Junior Estimators. Do not report Chief Estimator here. Typical position titles include Senior Estimator and Senior Project Estimator.
14 Project/Field Engineering - Level 1 This is the exempt entry level for a BS or MS graduate. Works under close supervision, performing the routine aspects of field or cost engineering assignments requiring knowledge of basic engineering. Typical position titles include Office Engineer, Field Engineer and Field Office Engineer.
15 Project/Field Engineering - Level 2 This exempt level position is the Cost or Office Engineer and normally requires a minimum of 2 years experience. This position coordinates materials and change orders, expedites material on the job, prepares monthly estimates, compiles production and cost statistics and analyzes production statistics to identify problem areas. Typical position titles include Office Engineer, Project Engineer and Field Engineer II.
16 Project/Field Engineering - Level 3 This exempt level position normally requires a minimum of 4 years experience. This position usually assists project management in expediting material deliveries, estimating and processing change orders, preparing monthly pay requests and preparing shop drawings. Typically, this is the number 2 Engineer on the project and is at the journey person level of engineering. Typical position titles include Project Engineer, Project Engineer II and Engineer 2, 3, or 4.
17 Project/Field Engineering - Level 4 This exempt level position normally requires a minimum of 7 years experience in project or field engineering. This position is the first level of field engineering that includes responsibility for technical direction over a group of Field Engineers and/or includes an individual responsible for the coordination of the engineering process with construction management. Typical position titles include Project Engineer and Senior Project Engineer.
18 Project Accounting/Office Management - Level 1 The individuals in this exempt level position normally have less than 6 years of field office accounting experience. Duties are primarily concerned with routine accounting and payroll activities. May provide direction or have some supervisory responsibility, but most of the time performs the work alone. Typical position titles include Project Account, Project Accountant I & II, Assistant Office Manager and Office Manager.
19 Project Accounting/Office Management - Level 2 This exempt level position normally requires a minimum of 6 to 10 years experience in field office accounting. An individual at this level may exercise supervision over a small staff engaged primarily in accounting and payroll activities. This level may also coordinate purchasing, personnel, and office services activities at the job site. Typical position titles include Project Office Manager, Project Accountant II & III, Office Manager and Field Office Manager.
20 Project Accounting/Office Management - Level 3 This exempt level position normally requires a minimum of 10 years experience in field office accounting. Normally supervises an administrative staff engaged in accounting, payroll, purchasing, personnel, and office services activities at the project site. Report positions at this level if the individual has major supervisory responsibility in three or more functional areas. The next higher level is normally a corporate/headquarters position. Typical position titles include Project Office Manager, Senior Project Accountant, Senior Office Manager and Project Accountant III & IV.
21 Safety Engineering - Level 1 This level requires a safety or insurance degree and a minimum of 3 years of significant safety experience. Under general supervision, conducts safety audits and inspections, evaluates and ensures improvements for job site safety personnel. Usually will be assigned to a large project or several smaller projects. Typical position titles include Safety Engineer, Safety Supervisor, Safety Coordinator and Assistant Safety Manager.
22 Safety Engineering - Level 2 This level requires a safety or insurance degree and a minimum of 10 years of significant safety experience. Experience could have been in construction and could be a former Superintendent who has moved into the Safety Engineering job family. Usually assigned to one mega-project. Typical position titles include Project Safety Manager, Safety Supervisor, Senior Safety Supervisor and Safety Engineer II.
23 Safety Engineering - Level 3 This level requires a safety or insurance degree and a minimum of 5 years of significant safety experience in the Level 2 position. Working under general supervision, conducts and documents comprehensive safety audits and procedures. Maintains accident and insurance records as required by OSHA, and provides functional advice and/or training to less experienced Safety Engineer(s). Typical position titles include Regional Safety Manager, Area Safety Manager, Division Safety Manager and District Safety Supervisor.
24 Business Development - Level 1 This level requires a technical bachelor’s degree or a related degree with equivalent technical experience. Minimum of 5 years significant construction and/or marketing experience. At the divisional level, develops potential client lists and follows through with proposals and presentations on those accounts. Typical position titles include Business Development Manager and Marketing Services Manager. Normally reports to the Level 2 position.
25 Business Development - Level 2 This level is a senior level of the position described in Level 1 with a minimum of 10 years significant construction and/or marketing experience. At this level, the job typically includes becoming actively involved and/or responsible for negotiations with clients. Typical position titles include Business Development Director, Corporate Business Development Director or Business Development Manager. Reports to Senior Development person.
30 Quality Assurance - Level 1 These are entry-level assurance jobs for BS graduates in engineering.  Works under close supervision.  May review drawings, process procedures, procurement documents, and quality control reports. Identifies and reports quality problems or trends in the assigned area or program.  Recommends corrective action to quality problems.
31 Quality Assurance - Level 2 Works under general supervision.  May review drawings, process procedures, procurement documents, and quality control reports.  Identifies and reports quality problems or trends in the assigned area or program.  Recommends corrective action to quality problems.  Aids project-wide system audits and surveillance, including supplier or subcontractor audits or surveillance to approved audit checklists and procedures.  Normally requires BS in engineering or related field and 2 to 4 years related experience.  Preparation for auditor certificate or equivalent is desired.
32 Quality Assurance - Level 3 Under general to minimal supervision, supports quality assurance for a program and/or area to ensure product is designed, procured, and installed to meet customer and division quality requirements.  Interacts with a variety of functional groups.  Leads project-wide system audits as directed by principal quality assurance engineer or program management.  Writes quality plans, procedures, audit checklists, and plans.  Requires BS in engineering or related field and 7 to 10 years experience.  May hold lead auditor certification or equivalent.
33 Quality Assurance - Level 4 With minimal supervision, leads quality assurance for program(s) and/or areas to ensure that the product is designed, procured, and installed to meet customer and company quality requirements.  Leads new systems development, proposals, implementation, procedures, and related quality activity.  Frequently decides using sound quality assurance principles and independent professional judgment.  Has working knowledge of more than one area of industry such as infrastructure, government, aviation, process, or transportation.  Requires BS in engineering or related experience and 15 to 20 years experience.  Must be able to lead jobs.  Auditor/lead auditor certificate desirable.
The following jobs are included in Module 3B only:
26 Project Controls - Level 1 These are entry-level jobs for a BS or MS graduate, and may include those with previous experience in other functional areas.  Under close supervision, performs routine planning/scheduling and/or cost engineering requiring knowledge and application of basic project controls principles.  Using prescribed methods, performs specific and limited portions of planning/scheduling and/or cost engineering.
27 Project Controls - Level 2 Under general supervision, performs more complex project controls.  With additional experience within one specialty, assists in larger and more complex project controls.  Normally requires at least 2 years experience in planning/scheduling and/or cost engineering with typical experience from 3 to 7 years; but may include additional experience in other functional areas.
28 Project Controls - Level 3 Under general supervision, performs all aspects of planning/scheduling and/or cost engineering.  May provide technical guidance to less experienced project controls personnel.  Requires at least 4 years experience in planning/scheduling and/or cost engineering, with typical experience from 6 to 10 years.
29 Project Controls - Level 4 With minimal supervision, independently applies advanced project controls techniques and analyses.  May provide technical guidance to less experienced planning/scheduling and/or cost engineering personnel.  Usually requires extensive progressive experience in planning/scheduling and/or cost engineering.  Requires at least 7 years experience in planning/scheduling and/or cost engineering, with typical experience from 10 to 15 years.
